$75,000 NEW YORK STATEWIDE OTB
HANDICAPPING CHAMPIONSHIP
PRELIMINARY ROUND: SATURDAY, OCT. 3
Contest Rules:
1)   Players must be at least 21 years of age to enter.    2)  Licensed NYS horse owners and horsemen are ineligible to participate    .3)  The contests entry fee is $20, with a maximum of 2 entries per person (must be in same region). At least 100% of all entry fees will be returned to the preliminary and/or Finals winners with no take out. Estimated total prize money will be $75,500 ($57,500 for finals, $17,500 for prelims). All entry fees not distributed to the preliminary winners will go to the prize pool for the statewide Championship Final Round. Actual purse amounts may be higher or lower depending on the actual number of preliminary contest entries received at $20 per entry.    4) Players are prohibited from entering the contest in more than one region. Failure to adhere to this rule will result in disqualification.    5) Players may pay entry fee in advance by cash, check or money order, or on the day of the contest in cash only. Advance entrants must specify the branch where they will be playing.    6) Entrants must pick up their contest selection sheets in person at designated contest branches on Saturday, October 3, and turn in their selections before Belmonts first race. Entrants will be required to show  proper ID.    7)  Players select one horse to win in each of the days races from Belmont Park. Players also will be able to specify one alternate selection per race, to be used only in the case of a late scratch, or to break ties.    8) Selections must be made on official contest selection sheets, which will only be made available on the day of the preliminary contests. Selection sheets must be filled out completely including a contestant s name, address, phone number, and e-mail address (if applicable), in addition to the players race selections at Belmont Park.    9)  No entries will be accepted on behalf of any entrant from any other person, or any person acting as an intermediary, transmitter, or agent unless authorized in advance by the contest director.    10) For scoring purposes, each regions entries will be pooled together regardless of which individual branch location the player entered. Each regions preliminary contest standings and final results will be independent of the other regions. Players from one region will not be competing against entrants from other regions in the preliminary round. Each regional OTB may offer between 3 and 5 preliminary round entry sites.    11) The player or players in each region who pick the most winning horses on the Belmont card will be declared the regional preliminary winners (subject to tie-breakers).    12)  Ties In the lkely event of ties for the highest number of winning horses in the preliminary round, the tie-breakers will be as follows... 1) Highest-priced winning horse. 2) If still tied, the sum of all a players win payoffs will break ties. 3) If still tied, the scoring process will continue using a players alternate selections; a) most winning alternates, b) if still tied, highest-priced winning alternate, c) if still tied, sum total of the mutuel prices of the players winning alternates will break ties. Additional qualifying spots into the final round may be necessary if a tie for fifth place in any region cannot be broken.    13)  Capital OTB, Catskill OTB, Nassau OTB, New York City OTB, Suffolk OTB, and Western OTB s receipt of an entry blank signifies an entrants acceptance of all rules and conditions stated herein.    14)  All entries are final once the days first race has been run. There will be no changes in a players selections once an entry blank has been submitted and the first race has begun.    15)  Scratches In the preliminary  , all original entries are final and cannot be changed once submitted. It is the players responsibility to designate alternate horses in case of late scratches. There will be no changes in a players selections once a selection sheet has been submitted and the first race of the day has begun. n the Final Round, players may re-submit a selection in the event of a late scratch at the gate time permitting. If a player does not change a selection on a scratched horse, the player will get the post time favorite.    16)  Coupled entries Coupled entries will count as a single runner for contest purposes (pari-mutuel rules apply). For example, a player who selects a number 1 horse in their entry blank will receive credit for a win with the No. 1, No. 1A, or any other part of a coupled entry.    17) Mutuel prices All mutuel prices for contest purposes will be based on actual track prices.            18)  Overall standings in each region may be updated and posted at every preliminary branch location or online at regular intervals during the contest. All posted standings are unofficial, pending audit of the results.    19) Players do not need to be present at the end of the contest in order to win. Winners will be notified.    20)  Final results will be audited to ensure correct scoring, players eligibility, and no more than two total entries per person, statewide.    21)  Each regional OTB is responsible for paying its local winners and forwarding all of its remaining entry fees to the contest treasurer to be used toward the Final Round prize pool. Each regional OTB may decide in which manner to pay its preliminary winners (cash, betting voucher, account deposit).    22)  Contest winners are under no obligation to wager their contest prize earnings. No purchase is necessary to claim prizes. Prize winners will be responsible for all applicable city, state, and federal income taxes on winnings.    23)  Each regional OTB will qualify its top five (5) finishers to advance to the statewide OTB finals Saturday, October 24, 2009. The Final Round will be a one-day championship held at the Albany Teletheater in Albany, New York (Capital OTB) and is open only to the 30 statewide OTB qualifiers (no buy-ins). Qualifying berths into the Statewide OTB Handicapping finals are non transferable and cannot be redeemed for a cash equivalent.    24)  Every Championship finalist will receive a $250 payment to reimburse travel expenses the player incurs in order to participate in the final round in Albany. The $250 travel allowance is the player s to keep regardless of actual travel expenses incurred. Individuals are responsible for any travel-related expenses above and beyond $250. Travel payments are considered taxable winnings.    25) In the event of a tie in the Championship Final Round, prize monies for the applicable positions will be divided. If there is a tie impacting a placing that involves a trip to the Horseplayer World Series in Las Vegas, the first tie-breaker will be the number of winning horses selected. Second tie-breaker is the highest odds winner selected. If still tied, the next highest-priced winner will be determined, and so on. HPWS berths may not be transferred or redeemed for cash. A player who cannot accept a HPWS entry is not entitled to a cash equivalent.    26) All statewide OTB employees and OTB tote company employees are not eligible to enter.    27)  All participants agree to have their name or image appear in publicity material (posters, newsletter, plaques, etc.) and to be printed in any publication.    28) Each regional OTB reserves the right to terminate its portion of the contest at any time.      29) Contests are subject to cancellation if the day's racing is cancelled at Belmont, or if only a partial race card is run. If a racing cancellation occurs, the contest will be voided, and all entry fees will be credited toward a re-scheduled contest entry at a later date.    30) Contest directors reserve the right to disqualify any player for not observing the above rules or acting in a disruptive manner. All decisions by the contest director(s) are final.                                                                          
Championship Round: Format:      1) Players must make a mythical $2 win and $2 place wager (same horse) on every race fromBelmont Park on the New York Showcase Day Card. Every race is mandatory.    2)  The winners will be the players who accumulate the highest total earnings based on mythical $2 win-and-place wagers at the completion of the final contest race (subject to odds caps).    3)  Winnings from contest wagers are odds capped as follows:Win: 20-1 ($42)         Place: 10-1 ($22).
Prize Structure: 1st: $40,000 (70%) + Horseplayer World Series Entry and Vegas trip      2nd: $11,500 (20%) + Horseplayer World Series Entry and Vegas trip      3rd: $5,750 (10%) + Horseplayer World Series Entry and Vegas trip*      Actual purse amounts may be higher or lower depending on the actual number of preliminary contest entries received at $20 per entry. At least 100% of all entry fees must be returned to the winners in the preliminaries and/or the Championship Final Round.The top three (3) finishers will receive expense-paid (transportation included) trips to the 2010 Horseplayer World Series handicapping contest to be held in February of 2010 at the Orleans Hotel & Casino in Las Vegas.All Qualifiers attending the finals receive a $250 travel expense rebate in addition to prize money.     NOTICE OF RULE REVISION:  On August 27, 2009, the New York State Racing and Wagering Board approved the August 21, 2009 application to amend the rules of the New York State Statewide OTB $75,000 handicapping contest to authorize electronic entries as set forth in the application.The conditions set forth in the Boards prior approval remain in effect   Please check with your regional OTB to ascertain whether this rule revision applies to you, and for particulars for that region such as hours of operation and entry-form dispersal.
